Think of Hong Kong as an engine, finely tuned to power innovation, accelerate opportunity and drive success. Fuelled by global connectivity, proximity to the Chinese Mainland and business-friendly policies, the city offers a launchpad for enterprises looking to scale fast and smart. To accelerate the development of various industry ecosystems, the Office for Attracting Strategic Enterprises (OASES) , a dedicated body under the Financial Secretary’s Office, was established in 2022 to proactively attract high-potential and representative enterprises to Hong Kong.
OASES provides comprehensive and tailored support to enterprises across five industries: life and health technology, artificial intelligence and data science, fintech, advanced manufacturing and new-energy technology, and cultural and creative technology. Crucially, this support begins even before companies set foot in the city, and includes guiding them through regulatory requirements, business registration and stakeholder engagement while ensuring seamless setup or expansion into regional and global markets. Its one-stop services also span land acquisition, tax and financing solutions, visa arrangements and even education planning, making OASES a strategic partner for long-term growth.
A standout success is CATL, one of the world’s largest electric vehicle battery manufacturers. An OASES strategic enterprise, CATL established its international headquarters, intellectual property and R&D centres in Hong Kong. The company plans to invest over HK$1.2 billion (US$154 million) to advance research and contribute to the city’s ambition of achieving carbon neutrality by 2050. Similarly, WeBank, the leading digital bank founded in Shenzhen, established WeBank Technology Services as its technology headquarters in Hong Kong last year. With a registered capital of over HK$1.1 billion (US$150 million), the new hub will be key to WeBank delivering digital finance and infrastructure solutions to clients worldwide.
“Hong Kong is the best launchpad for realising your ambition,” says the Financial Secretary of HKSAR Paul Chan Mo-po, adding that “the city remains steadfast in our commitment to upholding our freeport status and free trade policy; ensuring the free flow of capital, goods, information and people; maintaining our simple and low tax system; and building a dynamic and vibrant innovation and technology ecosystem with a full range of funding support.”
Whether you‘re a founder, investor or global executive, there‘s never been a better moment to explore the opportunities Hong Kong has to offer. If your enterprise is ready to grow and innovate further, OASES stands ready to support your journey.
