A new government policy allowing thousands of restaurants to open their doors to dogs has expanded the already growing list of options. Today, everything from cafés to parks to shopping malls – some offering thoughtful, complimentary amenities – welcomes pet owners and their four-legged friends.

A former textile factory turned cultural hub, The Mills in Tsuen Wan is one of the rare malls where dogs can walk and dine with their owners. The mall, which hosts pet-themed markets and events, is also home to various pet supply shops – including Hidden Gems , a zero-waste shop offering bulk pet treats and supplements – plus unique experiences like Hong Kong's first immersive photography experience centre . When it’s time for a break, visit Hooman for freshly made dog food and a solid menu for humans too. And if your pet starts getting restless, the third-floor rooftop garden is a great spot to roam.

Spanning 1.9 million sqm, Kai Tak ’s Airside offers several pet-friendly zones and restaurants. Designated areas include an open-air plaza, an indoor shopping area, and a 6,000sq ft urban farm and rooftop garden. Pets on leashes are welcome throughout these zones, while carriers or pushchairs – available for rent at the concierge – are required elsewhere. Water bowls, pet nappies and waste bags are also provided, making visits smooth and stress-free.

One of Hong Kong’s latest pet-friendly malls, Harbour North Plaza offers a relaxed waterfront atmosphere for leisurely days out. Expect alfresco dining options, practical pet-friendly services and the whimsical VIPet Lounge, an indoor playground designed for pets and complete with photo spots. Its location next to the newly completed East Coast Boardwalk means you can extend your outing with a seaside stroll and plenty of room to let your furry friends run free.

Located above Tai Wai MTR station, The Wai is a modern shopping centre that boasts pet-friendly features at every turn. With dedicated parking spaces, lifts for pet owners, specialised pet toilets and over 50,000sq ft of green space, it gives animals lots of space to explore. MooJoo Lifestyle Cafe is a popular stop, serving animal-inspired drinks and dishes. The themed bespoke décor also makes it a hit with pets and their camera-wielding owners.

A standout is Petkoikoi Konbini , Hong Kong’s first Japanese‑style pet supermarket, stocked with Japanese pet food and accessories. While pets aren’t allowed to walk on the floor of the mall, they’re welcome when pushed or carried.

These pet-friendly spaces in Yuen Long boast pet equipment rentals, including pushchairs, carriers and leads, as well as complimentary treats and cleaning supplies. A highlight for pets and their owners is the expansive 8,000sq ft Dot Park , which features a mini racetrack, giant cat paw ball and climbing frames, alongside dedicated play areas for parrots and tortoises.

Connected to Sha Tin MTR station, New Town Plaza houses a number of popular stores, making it an ideal destination for pet outings. The pet playground covers about 2,500 sq ft and is equipped with jumping platforms and balance beams, as well as cleaning amenities such as sinks and pet lavatories. There's even a treehouse designed specifically for cats. In addition to rental services for leads, carriers and pushchairs, the mall offers costume rentals for a memorable day captured on camera. Do note that dogs longer than 40cm must wear muzzles indoors.

Elements is one of the best family‑friendly malls in the city. While pets are required to stay in carriers or strollers, the rooftop garden’s alfresco dining options make it an enjoyable outing for both families and their fur babies.
